The original TM was built using a graphical filter.
I am then trying to import this TM in to a new file and only display the breaklines. The workspace is the same.

Mary is correct with regards to the Terrain Model not caring what type of breakline it is. In fact, Terrain Models aren't like DTMs used to be. They are now just complex MicroStation Elements that only use the breaklines point type in order to determine how it forms triangles. There is no "breakline intelligence" in a Terrain Model.
I'm afraid if you want the OpenRoads feature intelligence, you may need to do it manually. As a possible workflow, you might consider just making a DGN copy of the original 3D linework (that was used to create the TM) and assign FDs to those lines directly, instead of Importing to a TM and then out to a DGN.

RE: Import Land XML Breaklines with Symbology

I'm not certain any of those formats (XML/DTM/TIN) would recognize levels, features or other graphic information about the original elements. As far as I know (which may not be much) surface data "knows" that something is a breakline, but doesn't really "care" what type of breakline it is. You and I care the it is an edge of pavement or a sidewalk, but that information isn't relevant to the mathematical formulation of a surface.
