When creating sheets the linestyles do not appear correct. See Before Aerial pic. After I make the adjustment in the After Aerial pic all is fine. Any idea if there is a setting to fix this? A few sheets it's not too bad but many gets old, sort of kills the automation process.

Check the Model Properties as well. There is a setting for line style scale. This should be the same for all files and models - use annotation scale.

Reference attachment settings are defined in the drawing seed dgnlib that is selected in the place named boundary tool. If the dgnlib is corrected then the next time the place named boundary tool is used to create sheets it should use those new settings.
