From the article on the wiki touching on this tool, https://communities.bentley.com/products/road___site_design/w/road_and_site_design__wiki/36807/how-do-i-create-a-copy-of-openroads-geometry, I should expect that if I use this tool on civil geometry and do not have "Do not copy rules" selected, it will create a civil chain that matches that civil geometry.
What I find instead is that it does nothing at all when that setting is not selected. It will only copy anything if I have the setting selected, and of course what I get is a non-civil complex element.
From testing further, my hypothesis is that this works as described when the civil geometry is not composed of any elements that have intervals.
I'm using ORD 2022 R1 update 11. Version number 10.11.00.115.

I created a line perpendicular to my alignment using Geometry > Lines > Line From Element > By Angle From Element. I would like to be able to duplicate these lines and maintain their rules, but when I try to use the Copy Element command under Geometry > Modify > Copy Element, the new element does not maintain perpendicularity as desired. Further, as you indicated, if I trim the line to another feature before trying Copy Element, then absolutely nothing at all happens.
Very frustrating! This would be a very useful tool if it actually worked.
Realistically the tool SHOULD be creating an exact clone of the original element and if it can't find certain dependencies it strips the rules like it does normally.
The ability to copy geometry, especially from one dgn to another, etc. is some fundamental functionality that is very much needed.

I agree, this would be most useful for most people if it was able to clone geometry from another dgn. I think my use case is fairly specific -- I can't think of many cases where one would need to copy the same piece of geometry a dozen times or so in the same dgn, but it really should work no matter what.
