Perpendicular and Tangential snap is disables - ORD v10

Question

the perp and tangential snap is disabled when I am trying to measure distances. but they are active when I use tools to draw. any idea what is the reason for this?

Perp because there is a measurement method perpendicular. But no idea for tangent. Maybe due to its limitation: Note: This snap mode is only active when using the Place Arc , Place Ellipse , Place Line , Place SmartLine , or Place MultiLine tools.

This is a normal limitation of the measure tool of Microstation. You will have to create a smartline using the snaps you need and then measure that.
