&lt;p&gt;Civil tools don&amp;#39;t seem to do much good in upgrading,&amp;nbsp; I have never managed to make it work,&amp;nbsp; I might be doing things wrong though..,&amp;nbsp; &amp;nbsp;&lt;/p&gt;
&lt;p&gt;I do feel your grief about the workaround, especially knowing that you can open the file in MSCE without any issues.&lt;/p&gt;
&lt;p&gt;I feel that if Bentley gave us the option to remove all prior version civil related&amp;nbsp;data from the V8i DGN&amp;nbsp;and allow us to SAVE AS ORD format, most of our problems would be solved.&amp;nbsp; Heck, if you can merge the &amp;quot;read-only&amp;quot; file into a new file,&amp;nbsp; I tend to think it could be implemented...&amp;nbsp;&amp;nbsp;&lt;/p&gt;

&lt;p&gt;Unfortunately these files are &amp;#39;created last week, randomly read only this week&amp;#39;. I never followed up with the Help to find out the config. variable that would show the warning Jing posted.&lt;/p&gt;
&lt;p&gt;Our MS_READONLY is undefined. I don&amp;#39;t believe that was ever the cause of this issue.&lt;/p&gt;
&lt;p&gt;But I can say for sure that in most cases there wasn&amp;#39;t any civil data in the file. Or at least there shouldn&amp;#39;t have been. We&amp;#39;re not using ORD for much, if any, design. Just an expensive seat of MicroStation to do drafting. Migration from InRoads hasn&amp;#39;t gone well for us...&lt;/p&gt;

&lt;p&gt;I did not get a chance to actually look at this file until now, but I have to agree with Jing Jing. I am getting the same message. I have to state, however, that I never perceived that this issue was caused in this manner. Jing Jing&amp;#39;s steps here will solve you issue, Stephen!&lt;/p&gt;

It seems that the DGN file is created from V8i format.&lt;/p&gt;

&lt;p&gt;I have NEVER had this happen to me or anyone of our staff utilizing any version of OpenRoads Designer, and I have no idea as to why this issue is happening to you. The only thing that I can think of is some manner of custom configuration. Do you have different configuration files or locations for MicroStation and OpenRoads? The &amp;quot;random&amp;quot; issue which you describe is particularly troubling...&lt;/p&gt;
