I have the same problem and i defined the labeler, thing is in training it does work but in my own setup it shows as this

i have these variables, but they are set up that they work both for training and my own workspace still it shows only on training

Shawn is correct the IDOT workspace is set up for 10.10

I often see it happen where the civil labeler opens but the area where the different label styles should be is empty. This appears to be some sort of refresh or maybe display driver issue. If you dock the labeler and then in dock will clear such a situation

Are you sure IDOT's workspace is available for 10.11?

If their workspace was written for 10.10 they only have a labeler XML and not a DGNLIB, hence why it doesn't load in 10.11.

The Civil Labeler in 10.11 loads from a DGNLIB.

Below are details of the configuration and locations to check...

The paths will be different for IDOT.

10.10 XML

10.11 dgnlib as defined by the Civil_ContentManagementDgnliblist variable.

I have a similar problem where I click the Civil Labeler tool and the dialog box appears and does not load.

Do you see it in the following Window List? If so, double-click it to bring it into focus...
