 Is there a similiar tool in OpenRoads Designer as the Move to Surface in Civil3D? Where you can move 3d elements like 3d Solids/Blocks like houses to Surface elevation (terrain) 
 The Stencil tool in OpenRoads just work for closed polygons.

&lt;p&gt;You could do this by creating a Geometry Point that includes the cell you want to move to surface and it could be ruled to a Terrain, Mesh or Alignment. The issue is, as with the c3d tool, is that it will only move the cell&amp;#39;s insertion point.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;The great thing about the stencil tool is that will add additional points to the object to have it include all grade/slope variations in the surface you are draping it to.&lt;/p&gt;
&lt;p&gt;&lt;/p&gt;
&lt;p&gt;Have you tried the Microstation &lt;strong&gt;Populate&lt;/strong&gt; tool?&lt;/p&gt;
