[ORD 2021 R2] Civil Label Leader not using template level?

I'm not certain what I am doing wrong.

I would assume that by assigning an element template to a Civil Label, that template would control all the relevant features of the label. The leader to my labels is NOT using the assigned element template. It is being drawn using the active attributes.

As an example:

I was placing a few notes for my R/W, so my active level was set to RW_Text. I "realized" that I had forgotten to label a drainage structure, so I opened my Civil Labeler, selected "Inlet Note" and placed the label. The element template for "Inlet Note" is DR_Text. The text portion of my Label is indeed on the correct level, but the leader is not. That is placed on the active level instead.

What is going on here?

It's entirely believable for me to think that people will be doing several tasks at once, or realize they overlooked something and try to get it done in the middle of whatever else they were doing. Yes, it would be nice if everybody stopped to change their active level, but by the time you open the label manager, open the correct XML file (because you can only use one at a time) and find the label they are looking for, they might have overlooked the level. Besides, isn't the element template supposed to control the level (when level is a defined attribute for that template)?

My dimension styles are defined to use the active level because we have several levels we might use for dimensions (depending on target) and even more levels we might use for notes. Is that the problem? If so, that's a really crappy problem because I don't feel like making dozens of copies of the same dimension style just to lock them into a level. That's insane.

Am I just missing a setting?
