I am trying to create a Proposed DTM file to use from the completed corridor model. Is there some instructions in how to do this efficiently?

Graphical Filters can work wonders. You can setup a filter for breaklines looking for all of your top surface feature definitions coming from your template. You can then setup a filter looking for boundary elements looking for your limits of construction lines and putting those two filters together you can create a filter group and build a TM from those. This method is dependent on your use of FDs in your templates/civil geometry as well as appropriate feature type definition within the filters.

Agree that filters are the way to go. As a project's CAD manager you will need to maintain tight controls on the feature definitions. My suggestion is to test that the filters are working before too many templates get added to the corridor. It's time consuming to sift through multiple templates updating feature definitions. Look into using filters to lock in your bottom of subbase terrain for contractors to use for construction too.
