Cross Section Annotation Scale isn't proportional

I am having an issue with one of my projects where the annotation scale isnt proportional .  The Y scale is 2:1 to the X so the words and leaders end up strecthed out.  Does anyone know where this issue may stem from?

I've checked the dgnlib that these cells are from and the proportions are correct.  When I look at the properties of a cell, they show the Y scale and I can manually correct it, but to do this for every callout on every XS is very tedious.  Any advice?
