Civil Labeler Association with Nested References

My company has recently moved to using the Civil Labeler tool instead of the "Place Label" tool. It works great except for the fact that the association settings have not been working as expected. I have done several tests and have determined what the root cause of the issue is. This is in ORD CE 2021 Release 2.

If the file we are placing civil labels in has a direct-attachment reference to the alignment file, the labels do not break if the element that was snapped to gets deleted.

On the other hand, if the file we are placing civil labels in uses a container (motif) file that has the alignment file as a nested reference, the labels break immediately depending on what snap mode was used (association turned off).

For our workflow, we do NOT want any association to elements. Most of the time, design elements are deleted completely when redesigns occur, therefore breaking any labels that were snapped to them with association turned on.

Has anyone else had issues like this? Seems to be a defect with how nested references are being treated by the Civil Labeler.
