I am labeling contour labels through the properties of the terrain. It is labeling them on an orientation from West to East. I have a project where my sheet views are in a South-North and half my contour labels are upside down. Is there a way to flip these labels based on sheet view?

Depending on the standards being used, Terrain Features can automatically pull text labels from an Element Template with little control over rotation of text leading to the issue you've noticed. Sometimes Text Interval spacing can shift text to appear better depending on the situation.
In your case, one possible solution is to create or use a Feature Definition that's setup to use an Element Template with its major and minor "Display Text" option turned off and then use the Terrain tab's Label Terrain Contours tool, set to Follow Line, Text Alignment option.
