using a custom NYSDOT work space,
when i try to use the civil labler it pops up for second and just turns white
my custom NYSDOT set up pulling the NYSDOT version of the labler
tried this with no workset and out of the box openroads, same thing,
What version of ORD are you running? Are you seeing the "manager" access button in either instance? It doesn't appear to be showing in your screenshot. NYSDOT's current ORD workspace is set for 10.10.21.04 (2021 R2). Is it possible you're running 2022 R1 and their configuration is loading 2021 R2 information (e.g. CIVIL_LABELER_XML)?

The Civil Labeler you're seeing in 10.11 is designed to use a dgnlib file for holding its settings and content. In 10.10 that tool uses an XML file you see in your configuration. Unless NYSDOT has a 10.11 workspace, you'll have trouble getting that tool working on their 10.10 workspace. There's a remote chance you could get someone to rewrite their Civil Labeler standards and workspace to work with 10.11, but hardly worth the effort when 10.10 can be installed on the same system as 10.11.

This is likely caused by your company standards and custom workspace designed or copied from 10.10.
They'll need to rewrite some of their configs to work with 10.11. It's possible removing that CIVIL_LABELER_XML will fix that, however the contents may be blank if newer Bentley dgnlibs (containing labeler information) were added to the 10.11 workspace.
