ORD Cross Section Annotation overlapping in Sheet view but not model view

Question

ORD CE Version 2021 Release 1 
 While creating cross sections, our Texas office is encountering issues with the overlap of annotations in the sheet view. If you were to go to the model view all is fine. 
 Does anyone know: 
 
 Why is this occuring? I would think they would match. 
 How can this be fixed? 
 
 I did read an earlier post about going into the dgnlib in the standards and adjusting the conflict space, but we would like to avoid this if possible. Below are screenshots of what is happening.

Hi Danna, 
 
 I'm betting your Drawing model scale does not match the Sheet model reference scale. Because the text is annotative it will result in this situation. 
 
 Double check the Create Drawings dialog settings and if they are not right, you'll need to update your Drawing Seeds so it comes out right by default.
