I have a referenced Terrain and I have 3 Points in the open DGN.
Is there a command./tool to create a dynamic Point coordinate table?
Must I first create a Point Report - then create a table from the Report?
I found this post, from long ago, it refers to Survey > Place Coordinate table .. but I cannot find that command in the UI

I would say you can do that with Item Types and Item Type Reports, but it is not working perfectly. I can get the Northing and Easting to work well but not elevation. The elevation expression does work in MicroStation update 17 but seems to not be working in ORD 10.11.00.115, possibly it will work in the next update. But this gets you a point Coordinate Table, just need to assign an Item Type with the N,E,EL properties. Not sure how Dynamic it is you cannot edit the points from the report but you can see and navigate the properties.

this.GetElement().UserOrigin.z works in MicroStation 17 not ORD.
This is what I get in MicroStation update 17. I do need to re-attach the Item type to the points they do not report if I add the item types in ORD 10.11 then try to report on the in MicroStation 17.

Actually, the Elevation Item Type does work in ORD just need to be very specific to make sure and get the points from the 3D model. When Creating geometry points ORD is creating both 2D and 3D points in two different models so need to be sure to active the 3D model to report Z values.

Could the Cell be used? The Geometric Points have a cell assigned.. this one: SURVEYELEVPNT .. or is that merely symbolic purpose?
I found an existing type already provided - Location > Lat Long Point and attached the type to 3 Geometry Points .. see image below..
