The key difference is focused area: OpenSite is for "site design" (whatever from survey data processing, DTM creation, geometry, corridor etc.), whereas OpenRoads offers complete set of road design tools. The same technology, the same data model, mostly (I am not sure if complete) the same workflows, so OpenRoads can be treated as "extended version" (similarly as OpenRail extends OpenRoads tools with new ones, specific for rail design).

I think some feature are a bit vague (it defines general topic, but the same task can be realized in different ways depending on country, project context, requirements etc.), so I recommend to check OpenSite Designer documentation whether the tools exist in the product, E.g. swept path analysis sounds more like requirement AutoTurn or similar software, even when some basic analysis can be probably done in ORD too.
