I am wondering if anybody else has had this issue. If so, what was your fix?
When cutting PLAN/PLAN Civil Sheets in ORD, using the "Civil Plan By Element" tool, that first allows you to select the Alignment and then the Sheet Boundaries, OpenRoads is messing up the sheet cut sequence of the PLAN/PLAN sheets when the Alignments and the Sheet Cut Boundaries are separated out by two different alignments. Meaning Sheet #1 of the PLAN/PLAN sheets contains drawing boundaries #1 and #3 instead of #1 and #2 as it should.
When attempt at a fix was to enter the sheet model, open up the reference window and replace Drawing Model #3 with #2, but that causes a error. My other attempt at a fix was to modify the Cut Symbol Linkage to Drawing Model #2 but that is not an option.

I'm not sure if this is your issue, but I believe ORD processes the elements you use to identify your sheet boundaries in order based on their MicroStation element ID (seen under Raw Data in element's Properties). Perhaps the order in which you place and copy/paste your sheet boundaries put them in the wrong sequence?
