Has anyone else expereinced the following or have an idea where I might have gone wrong?
Update: only some are missing and only from one library.

Did it loose the label defs or are the Text Favorites missing? Last post or mention of this seemed to require opening each label to allow those to reestablish... I'll post that link when/if I find it!
EDIT: ...and correction, the post I referred to was a 10.11 the former conversion from XML... However I'm guessing the 5 Requirements mentioned in the second video are also required for 10.12... Element Templates, Text Favs, etc... I'd also point out the potential for us to miss the part where we need to get out of the file before doing the "right-click import" (time stamped here). If we import before that, there's a big chance the labels end up linking to the temp library that was originally copied into the file.

I used to say "There are two reasons your management has asked you to administer OpenRoads: 1) they know that you are the type of person that will willingly and happily "suffer" to help others, or 2) they're trying to get you to quit. It's important to know which reason."
Administering ORD is hard. Labeling and the Civil Labeler is an example of getting something functional out early and then optimizing it later. Thank you, Agile! It's hard to streamline new things when the architecture gets redesigned.
I don't think it will ever be anywhere near easy, but they do have a history of smoothing over the rough spots.
Glad it may have helped! I enjoy Chuck's way of explaining things... and the fact he does make those statements... There's just too may of them... Those things we must do... (maybe not enough emphasis on the "or else.. " part. Same thing comes up in the sheet seed creation/setup for Named Boundaries. So easy to miss those little "important" steps or mentions that otherwise cause so much to go arry. Maybe lists, step by step, are warranted for these otherwise tedious processes.
I love Chuck and his videos, but I hate having to open up Word to take notes. Coherent cheat sheets would be really helpful. Having a "gotcha" buried in 10-minute video is NOT a quality system.
I need to share this post with my supervisor's supervisors. He understands the complexity and appreciates my depth on knowledge and tenacity. But I'm never sure how far up the food chain this extends.
