I created my own civil cell for the first time, and everything seemed to work right when I created it. But when I went to place it for the first time nothing happened. I selected my new civil cell and clicked on the right reference elements and the EP lines from the civil cell showed up. But when I clicked "accept to place civil cell," nothing happened. Can someone please take a look and let me know what I'm doing wrong? I included a PDF that shows the steps I'm taking to try and place my civil cell and I also included my dgnlib file that has the civil cell I created so you can look at that also. Yes, 2211.dgnlib Civil Cell Test seemed to work. The video below shows the changes I made that worked.

I tested your 2211.dgnlib in CE 2021 R2 and got similar results to your video. Place the civil cell all went ok until the end when clicking accept nothing happens. No 3D model not civil cell placed. I was able to load the 2211.dgnlib using the "Load Temporary Library' but other than that it looks the same as your issue. I did check the Message Center and the last message would indicate a failure <Place Civil Cell> Undone. The 2021 release is getting a bit old, now (3) major releases back, that could be the issue.

Did you happen to see my last question at the very end of the video? How do you get the X,Y setup like you have at the bottom of your screen? I've been trying to figure this out forever (see screenshot below).
