[ORD 2021 R2] ORD freezes for ~10 seconds then undoes the last few actions (i.e. placing/moving labels)?

I can be doing something as simple as panning my view around or hovering over an element, ORD will freeze for around 10 seconds or so, and once it unfreezes - suddenly my last few actions are undone (an cannot be redone). This seems to happen primarily when doing plan view labeling using Civil Labeler - having to re-place and adjust several labels time and time again is very frustrating and a big time-waster. Has anyone experienced anything similar?
