We are running FDOT Connect on the 10.11 release. We just implemented 10.11 this month, and the civil labeler some how is worse.
Here are the issues we are having:
1. Undo button deletes all civil labels, and you can't undo
2. Some labels will rotate to random angles after you leave the file that we can figure out (it's not the unrotated angle)
3. The civil label manager is now gone from the civil labeler dialogue box
Has anyone had these issues, and what have been your workarounds to successfully deliver a quality project?

I am running 2022 R3, but I can comment on these issues as I have encountered them on your release.
1.) This was an issue with the integration- I believe- of the Civil Labels to be included within a dgnlib. The Civil Labeler Manager is now a part of the labeler dgnlib rather than being a separate XML file which needed to be loaded. My assumption is that FDOT has not integrated the XML within the labeler dgnlib, but that is just speculation on my part. The version I am using has remedied this issue.
2.) You are more than likely thinking of labels which would place tangentially to a pipe or other manner of conduit. The issue was tested by myself and later by Beebe Ray, Bentley Technical support. It was indeed found to be a defect (1052609) with the SR 7001556978 which has since been remedied. The labels occasionally did exactly as you have described: rotate randomly
3.) Answered in (1).
As well, there is an ongoing defect- unrelated to your question, but I thought that I would share- with conduit walls now being able to be shown on the plan sheets (rather than just a node connection line). The walls are shown accurately, they display with the correct color, line weight, and style, but with the ACTIVE LEVEL. One has to change these entities by hand.
