Does anyone know how to get the dialog box to activate again. when I choose the option from library nothing pops up, the dialog toolbox no longer will display can anyone help.

is it opening but off screen? After selecting it, press Alt+Spacebar, them M and then one of the arrow/cursor keys. If the dialog was open but off screen, it should now be hanging off of your cursor and if you move your mouse, you will see it and be able to place it in a better location.
Another option it to reset you user preferences. There is a key in - you might need to look in the MicroStation help or community to find it.
