What is the best way to convert a 3D survey generated in Civil 3D to Openroads Designer?
I'm starting a project and my surveyor only works with Civil 3D. However, at my company we only have OpenRoads.
is there a way/format that I can request from my surveyor that will bring all the data, terrain, levels, and feature definitions from one program to the other one?

With the Civil 3D Object Enablers, you might be able to use the CAD graphics as-is. And then have them export the terrain as LandXML. If the CAD Grahics are workable, you might convert them to DGN.
If you have a fully functional survey workspace, you could have them export a PNEZD file and import it into Open Roads

You need to ask them that in civil 3D, to "export to dwg" it will remove and convert any civil 3D objects to regular cell. Once in Openroads, best way to re-create a terrain is by using terrrain from graphical filter for points and breaklines. You can also use a macro a bentley guy have created some time ago named: level to ORD it convert all line from specific level to features definition-openroads-lines
