In ORD our files have a 10000 working units. In PowerGeopak they were 1000. What's the best way to reference an older drawing in ORD so that the cells and text aren't 10 times bigger than they should be?
Cells will be an issue. You will need to either recreate the cells or modify them by changing their resolution and then rescaling them. Ohio DOT created a tool for this that can be downloaded. It may take a few tries to get the specific setup that work for you.

I can turn off the offending layers. I was just using the file for background for staking. I ended up converting it to Civil 3D as it is so much easier to create staking points. I'm going to try to recreate the points in ORD to see how difficult the process is.
