In ORD our files have a 10000 working units. In PowerGeopak they were 1000. What's the best way to reference an older drawing in ORD so that the cells and text aren't 10 times bigger than they should be?
This probably won't give you what you want either...but what happens if you turn OFF Annotation scale for your reference attachment?
They get much larger than they are in the pic.
Also look at the reference Scale Annotations toggle. Also, there is a Global Line Style Scale setting for using reference, active, neither or both.

I think I found both of these in the reference dialog. Nothing seemed to help. I'll attached both files. Alignment is 2021 R2. Design is PowerGeopak.

Cells will be an issue. You will need to either recreate the cells or modify them by changing their resolution and then rescaling them. Ohio DOT created a tool for this that can be downloaded. It may take a few tries to get the specific setup that work for you.
