I am using pdf printer driver with minor customisation. All settings are maxed out. The background raster output in the pdf file is pixelated.
Oddly when printing sample (smaller area - A3 size) the output looks much better. Only when switching to whole sheet (custom paper size over A1 size)

It is rasterized (in other software) GIS map. Rasters are georeferenced and tiled. Stored locally.
I have uploaded sample dgn file with 1 raster file attached, sample pdf output file and pdf driver.
I am out of ideas how to fix it.
What is the source of this data? Is it CAD or is it streaming XWMS?

No. Rasterized is off. Pixels are 0,5m size. I am printing at 1:10000 scale. Source pixel density is not an issue.
Are you using the Rasterize setting?

Unfortunately no meaningful difference. The file size is now 3 time larger but the overall quality remains the same. It looks like antialiasing is not applied or applied poorly. But there is no setting for that in the driver file.
Rasters are in itiff files. RGB Deflate compression. Rasters have good resolution - as shown above.
