&lt;p&gt;First is the Anchor point (circled) and how it and other graphics become associated with the&amp;nbsp;Civil Labeler Dialog&amp;nbsp;association toggles (underlined) and global dgn Locks Association (highlighted). The two different locks (pictured below) may cause portions of the civil label to remain associated causing the broken graphic display (in those cases the dimension reassociate keyin may work when the terminator is placed on a new graphic.)&lt;/p&gt;

&lt;p&gt;If &lt;em&gt;Element Association&lt;/em&gt; and&lt;em&gt; Annotation Association&lt;/em&gt;&amp;nbsp;are turned off&lt;em&gt; (as pictured below - only anno scale enabled)&lt;/em&gt;, in some cases the Anchor (circle) can be moved anywhere and remain associated to the alignment data within the label.&amp;nbsp; This allows&amp;nbsp;the element it&amp;#39;s placed on to be&amp;nbsp;deleted, but initially leaves the label, dim and&amp;nbsp;anchor where it was originally placed.&amp;nbsp; When the anchor and dim terminator&amp;nbsp;are moved to the new location the label&amp;nbsp;seems to update...&lt;/p&gt;
&lt;p&gt;The apparent cost:&amp;nbsp; Each set of labels initially placed on&amp;nbsp;changed/deleted elements would need&amp;nbsp;to be moved manually to the new locations (label and dim become independent&amp;nbsp;entities and only dynamic to the target).&amp;nbsp; Each target in the civil label (Text Fav) will have an anchor point graphic.&amp;nbsp; This only appears to work when&amp;nbsp;the Civil Label is using &lt;em&gt;Data Point&lt;/em&gt; as its Method (e.g.&amp;nbsp;&lt;em&gt;identify reference geometry&lt;/em&gt;&amp;nbsp;prompt).&amp;nbsp; Ensuring the reference geometry (e.g. alignment) doesn&amp;#39;t get deleted allows the anchor point to remain dynamic. The actual offset graphic (lane lines, eop, etc), can be deleted without causing the label graphics to be affected.&amp;nbsp;&lt;/p&gt;
&lt;p&gt;Still a beast ... but maybe helps tame to bite a bit less fatally!&amp;nbsp;&lt;/p&gt;

I logged a support ticket with Bentley, no good solution. They said they would add it to the list of enhancements. That was on ORD 10.9, we are about to go to ORD 10.12 and still no fix. We ended up having to re-label every Sta/Off, easily lost 2 days of work. What we do now, NO FAITH in Civil Labeler, as soon as we place a label we drop it so there is no association, just dumb text.
