Methods used to change level display of references, view attributes settings are as follows:
If the drawing models are not reopened after the modifications to the design model, the changes are not reflected in the sheet models.
Quick note that switching from or to the MultiModel view in the Default model causes the "Settings From Design Model" to be affected in the respective drawing models. We will probably use container files because we will probably end up going with one sheet per DGN for production. On larger projects, it's easier to "throw bodies" at annotation if the sheets are not all in one file.
Annotation is one of the time sinks of plans production, and the automatic annotation only covers a fraction of the notes and callouts we need. If we used a single text file as a reference I could see maybe doing things the "standard" way, but that runs up against the "one person in a file" limitation. If we have 30 plan sheets to annotate, it's a lot easier to give 1-10 to one person, 11-20 to another and 21-30 to someone else.
If our sheets are going to be in separate files, we still want a single model controlling the display of references, which leads us to a container file. Set everything up in there exactly the way it should be on the sheets, and there's far less opportunity for sheets to get out of sync. I've worked on too many projects where the water line is off in one sheet or the clear zone turned on in another...One source of "truth" (as seen on the sheets) is much easier to keep track of, and easier to correct if someone does mess a sheet up.
I'm not a fan of the drawing models and saved views, but it looks as if I'm going to have to get used to them, since apparently some tools don't work well anywhere else.

That works. It seems to be an afterthought to the software design. Opening a view a particular way should not be prerequisite for how sheets are governed. Thank you for your help in nailing this problem down for me. I spent several days trying to decipher it on my own.
