Thanks Mike. I opened a support ticket with Bentley Support regarding this and to confirm if this is by design or if this was a bug within MicroStation. They confirmed that this is by design and a product backlog item (PBI 928146) is open regarding this. We've resorted to going back to ORD and attempting to print the drawings using that application so the text label dividers appear properly.

I have seen this. It always happens when I use the Civil Labeler Text Divider. The divider never appears when the file is opened with MicroStation along. This is how it has been for some time now. Images below are from the same file, same workspace, same note. One with OpenRoads 10.12.01.4 the other with MicroStation 10.17.02.61.

-MicroStation CONNECT (10.16.01.056)

-OpenRoads Designer CONNECT (10.10.21.4)

And I will work on getting a copy/example of the dgn it can be reviewed. Will provide an update shortly.

Image 1 appears to be a screenshot, while images 2 & 3 appear to be printed output. If the issue is only when printed, then you need to look at the settings files (plot drivers, design scripts, pen tables, etc.) to see if there is a clue why it shows on the screen but not when you print it.

MicroStation and ORD do not use the same resources by default. It is possible to point them to the same workspace/workset files, but they do not automatically look in the same places. While I can't think what could be different specifically, it is possible there is something between the two setups that is defined differently.

What version of ORD and CONNECT are you using? Specific version numbers (10.xx.xx.xxx) are the most helpful.
Would you be able to send us a small example DGN? without your full set of resources, it may be difficult to track down, but there could be a clue.
