In my experience, you are best off dropping and copying in the annotation. Otherwise, you will be constantly battling with it. You could review a whole set of plans and get it looking perfect then come back a month later and everything has moved.

Hey, Mary! Per our DOT, we are using OpenRoads Designer CE 2021 Release version 10.10.1.3 at the moment.

Thanks, Shawn! Unfortunately, I do not have that button. I was thinking maybe the DOT workspace was preventing that, but my colleague can see it on her screen.

Is this the correct location to toggle on "True"? I cannot seem to find the "manage modifications" selection.

This is a common problem and there is no way to prevent the update of the text. But, there is a setting in each annotation definition in an annotation group to "manage modifications". Set this to true. You must then remove annotation and reannotate. Once this is done, you can drag/move the annotation to a new spot other than the default location. If you click on the properties field after reannotation you should see some settings for this.

Note, you must do this for each annotation definition in the group. Also, this works for the text portion of the annotation but not the leaders (at least as of the 10.12 version)

This became available in 10.10 version.
