Hello, using OpenRoads Designer CE 2021, NYSDOT Standards WorkSpace and Workset. In Survey workflow Drawing Production, I'm Trying to Annotate All Elements in Model, and it's not doing anything, any thoughts?
Each point or linear graphic that's required to be labeled needs an Annotation Group assigned to its Feature Definition. Last I checked, their workspace Feature Definitions for many (if not all) survey features have *no Annotation Groups assigned. The graphic below will explain where to look and potentially assign a group for a given Feature Definition and Symbologies.
*EDIT: This may be by design. The intent of NYSDOT's workspace may be to utilize the Civil Labeler tool "Survey" labels. The tool can label by group selection.
There has been some confusion over the correct tool to use when labeling these elements. Make sure you're using the Element Annotation tool and not the "Drawing Model Annotation" tool.

I looked into it and was not assigned any Annotation Group, was unable to assign though. I closed the file and reopened it with Training and Examples Workspace and assigned the Annotation Group, but still didn't annotate anything.
Workspaces and Worksets are specific to client standards. By opening another Workspace you open an entire different set of standards. See the EDIT I've added to the post above...
