If the file is a GeoTIFF, you will need to make sure that the DGN has a Geographic Coordinate System set for the model. Once you have that, you should be able to use Raster Manager to attach your TIF. There are various settings for geographic attachments; you can start with the Help documentation to see what those are.</p><div style="clear:both;"></div>
