I am looking for info on how to use the "Feature Definitin Wizard" so that I can load field survey data and have the survey feature codes processed the way they need to be processed.

I believe that what you are actually looking for is the Text Import Wizard in the Survey pulldown in OpenRoads Designer. You can then specify a TIW file (or create one) which will set up the formatting for your points (Point Number, Northing, Easting, Elevation, Code, etc. for example).
