Option to Manage Annotation not available?

The option to manage annotation is not available in my drawing model. It is greyed out. How can I activate this? Why is it not available? See photo:

Annotation Groups can only be managed in the Default model. If Drawings and Sheets were sent to a separate dgn from their Named Boundaries, it may be required to regenerated the drawings (since that appears to remove the link to any annotations generated into drawings by the Named Boundary tool process). It appears you're looking at a Profile annotation group - Consider using a full length profile annotation dgn where annotations are placed. That annotation dgn can have its own Named Boundary and respective Saved View to utilize for the sheet drawings you've created. MDOT has instructions they use and the following overview of the steps.
