Is there a way to add the half circle to a civil label that I created for Right-Of-Way call outs with Station and Offset

Best way to achieve station and offset within a label graphic is using the Cell Type option in the Place Label tool. You can add any graphic to the cell and Text Favorites for Station and Offset. Civil Labeler is sometimes good to use when more than one "Targets" are required by the given Text Favorite Fields (e.g. 1 Field for Alignment target Sta/Off and Terrain target for elevation).
