 I am attempting to create a plan sheet with 4 insets that show design items that are off of the page limits. I created an inset file, referenced all needed files into there as well as an aerials file. &lt;p&gt;The problem was the survey file has a&amp;nbsp;GDTM surface in it. When referencing this file in using the attach reference there is no indication of a 3D model space as it just pulls in the default model. Turning off all the levels including the DTM level did not fix it&lt;/p&gt;
&lt;p&gt;I am using FDOT Connect 10.11, the fix was to use Attach Survey Reference under the FDOT tab, here I unchecked GDTM and it attached the survey file. I do not have the issue now&lt;/p&gt;
