AutoTurn showing in customize ribbon but not in actual drawing ribbon?

I have found that you have to have the autoturn.cfg in the appl folder of the product you are trying to use it in. I had noticed it was not getting installed during the installation in a previous version than the most recent. Since my discovery i have been copying the cfg with my install script. There are only 3 lines in it:

Thank you I am aware of those config lines but it still does not resolve the problem outlined above. 

I see now. I don't have a config file in "C:\Program Files\Bentley\OpenRoads Designer CE 10.10\OpenRoadsDesigner\config\appl" so I need to add one, but of course I need administrative power to do that. Damnit. I will report back if that works. 

There are other places that a CFG file can be placed. Some applications understand the appl folder and install their CFG file there. Others use custom shortcuts to load CFG files.
