In drawings with ORD generated survey points, signs for instance, we rotate the cell to the same orientation as the sign in the field. The problem is when our client rotates the view to match their sheets all of the signs look as if they were rotated a different direction. If you return to top view, they appear correct again. These drawings were created using the TxDOT workspace in OpenRoads Designer CE - 2021 Release 2 Update 10 Version 10.10.21.04. I know its not the current version but it is the version specified in the TxDOT standards.
I can't recall TxDOT standards off-hand. Are these Point cells or Graphic cells?

They are point cells.
And that's the problem. Point cells can be rotated, but will always maintain "that" orientation relative to the view. If you rotate the cell to 45 degrees, it will then "look" 45 degrees to the view, no matter how you rotate the view. It has its uses, but you found the downside.
It's been a long time since I dealt with this, so I don't remember offhand how to work around this. The most obvious (but not the simplest) is to Replace Cell to replace your point cells with graphic cells. but where do you get those graphic cells? There's the problem, and I don't know the answer. now that you know what the problem is, you might Search this board and find some answers, or maybe someone else with a solution will come along shortly.
Reviewing the TxDOT Element templates for a SGN survey point indicates they've doubled the "cell" call with an "active cell" and "active points". It's not clear why they're using both. Worth mentioning as standards without the "active points" (point settings) option rotate without being view dependent. You may want to try reaching out to TxDOT cadd support regarding their reasoning.
