Can you please tell us the version number of your ORD (10.xx.xx.xx)?
What exactly are you trying to do? Move an element? create an offset copy Something else? Are there any symbols, alerts or warnings when you try to do this?

The version number of my ORD is 10.09.00.91.
I want to create the route in ORD, so try to see if I can extract the cad route using the offset command.
It appears , with an alert that the tool is invalid for the element.
Is the element and file 2D? Open Roads workflows are designed to allow designers to work in 2D and to use its tools to build the 3D from profiles and other tools that build off of these features.

I may create new 2D DGN and reference the CAD file.
Then, use copy to copy the route elements from the CAD to the active DGN.
Then you should able to use offset function.
