The level overrides I set in the drawing file in which I created the name boundaries in are not applying in the actual sheet files even though I have level overrides on in the sheet file. Is there anything else I can do to apply them to the sheet?
A couple thoughts:
1. Select the reference in the reference dialog, then click the Set Reference Presentation icon. Check if Use View Flags is on. If so, is Level Overrides OFF?
2. Was the drawing attached to the sheet before you went back and set the overrides? If so, the levels in the level manager may show as out of synch (dot in first column). In the Level Manager, right click the reference in the hierarchy and select Update Levels.

I put Use View Flags on, and then put Level Overrides on within that and there was no change. I put the Level Overrides on before I did the sheet production. I had previous made sheets for just plans and everything worked fine, but now I just made sheets with plan and profile on it and doing the same process I did before and it just won't apply.
If you are seeing different behaviors with different sheet seeds or drawing seeds, I would investigate the reference attachment differences in the seeds. When Saved Views are involved, the Synchronize View setting on the Reference Attachment Properties dialog can step on downstream display changes. Confirm that it says Volume Only and is not inheriting a presentation from the design.
I was able to figure it out. I reattached the reference that was already attached in the sheet file, and then clipped the boundary so just that sheet showed up.
