I created a cell for a curb section that I am using to create section elements with the graphic option. When I load the cell into the section element table, the offsets are off by a few hundredths of a foot. For example the back of curb offest is 2.02 feet, not 2.0 feet. I checked the geometry in the Cell file and it is precisely 2.0 feet (24"). The linework for the cell starts precisely at 0,0. Both the Cell DGN and my design DGN have the same resolution (3048). The cell drawing has inches for MU/SU and the desgin file has feet for MU/SU. Could this be a factor?
Not really.. but there certainly is something different.

I see the issue now. I have the units transposed in my cell drawing. It should be 3048, not 3084.

Roberts suggestion was to hit the "Edit" button in the Advanced group box and take a look at the settings in there for both.
Thats the likely location of an inconsistancy.
Here are screen shots of each file. I notice that there is a difference in the working areas of the 2 files despite the fact that they have the same resolution. What would account for that?
I don't know if I have survey feet set for units anywhere. Where would I look?
are your units set to survey foot? Does the cell file have identical units? check the units but also check the resolution settings (Advanced on working units panel) If mismatching units are discovered then such an adjustment can happen.
