Problem solved by using alignments as point controls instead of features.

Denis: The main problem is being caused by the use of dtm features as secondary alignment. Dtm features are stroked linestrings, so whenever curves are encountered, there will be sudden changes in direction at each vertex of the control. These sudden changes can cause the design transverse features to cross over each other near the vertices. Compounding this, you have the densify around horizontal curves turned on which compounds the problem. The only way to fix this is to convert the controls to true alignments with proper curves.

Martin,

I'm not sure why the exterior boundary is not being applied when the Secondary alignments are used. If you would send me your data, I would be glad to take a look.
