Without knowing the exact details, I would say that you can create the described road and slopes very easily using the Modeler module in PowerCivil. 
&lt;/p&gt;
&lt;p&gt;
1. Draw the road in plan.&lt;br /&gt;
2. Create an vertical alignment along an edge or the centreline.&lt;br /&gt;
3. Apply levels to the outer edges&lt;br /&gt;
4. the default slope for the cut/fill slopes would be set to 1:1&lt;br /&gt;
5. Calculate the volume.&lt;br /&gt;
6. Return to step 2 and amend the profile to rasie of lower the road, depending on the results of step 5.
&lt;/p&gt;
&lt;p&gt;
It should not take long to achieve an optimal result.
