Two things:
1. Is there a way to create MicroStation toolbar with default InRoads menu?
2. in MS InRoads Lock toolbar combobox with features' filter is missing - can we have it or this is somethinng we cannot create in MS?

Open the InRoads_Task_Menus.dgnlib file located in the ...\InRoads Group V8.11\data\dgnlib folder. Go to Workspace> Customize> Tools tab> Tasks dropdown> User Tasks> InRoads_Tasks_Menus.dgnlib. Right click on InRoads Commands and select Open Task Tool Box. This is basically set up like the InRoads menu.
When I select MicroStation> Tools> Tool Boxes> InRoads Tools Locks, the Feature Filter Lock is there. It was removed from the Task menus because the status of the filter on the task menu did not reflect the actual status of the filter which would cause confusion.

For #1, I checked with several people and I do not think that there is a way to display the text on the tool box. Notice that if you select a command under any of the drop downs on the tool boxes, it becomes the active command for that drop down on the tool box. For example, if you select Project Defaults, then Project Defaults becomes the active command for the File menu. This would mean that the textual name would change. If you go to the Tasks menu, you can select List Layout Mode to display the text on the Tasks menu but I do not think there is a way to display it on the tool boxes.
I am sorry. For #2, I thought that you meant the Feature Filter Lock instead of the Feature Filter Drop Down List. It is my understanding that drop down lists are not allowed on the MicroStation tool boxes.
