We have been using inroads for years and we've noticed in the latest version of inroads (ss2) something is broke when snapping. You can't snap to elements when doing vertical or horizontal alignments. It snaps quickly and then goes back. I've tried element lock and snap lock on and off and it doesn't change this behavior. Every once and a while it will work correctly but only if you go out of MS and go back in.

Anyone else see this?
I had this same problem, and tried all of the "fixes" that I could find on the forums (using SHIFT+CTRL, etc) to no avail. Turned out one of my reference files was causing this. When I detach it, my snaps in profile work, and when it's attached they don't. I don't know if the file is corrupt or if it is because it had other profiles cut in it, but as long as it isn't attached I don't have a problem.....
I can't get any of the Inroads snaps to work. Specifically I am trying to snap to points. MS snaps show a circle with a slash through it (not accepted) when I hover near a point, or point elements that were written into the dgn. This is kind of messed up. I *have* to be able to snap to a point's location, and usually to manipulate elements that were drawn in MS, not Inroads. My only solution, assuming that the non-working point snaps worked, would be to place a geometry tangent to a point, then have to snap to the end of the element in MS (is there even an endpoint snap in MS? I can't find it), or draw *two* lines to a point so that in MS I can snap to an intersection, then erase the geometry.
Snapping is way, way more complicated than it needs to be. Anyone who uses Acad can tell you that.
Any advice on how I can snap to a point's location? Preferably without having to go through Inroads creating temporary elements to snap to in MS?
