We have been using inroads for years and we've noticed in the latest version of inroads (ss2) something is broke when snapping. You can't snap to elements when doing vertical or horizontal alignments. It snaps quickly and then goes back. I've tried element lock and snap lock on and off and it doesn't change this behavior. Every once and a while it will work correctly but only if you go out of MS and go back in.

I had this same problem, and tried all of the "fixes" that I could find on the forums (using SHIFT+CTRL, etc) to no avail. Turned out one of my reference files was causing this. When I detach it, my snaps in profile work, and when it's attached they don't. I don't know if the file is corrupt or if it is because it had other profiles cut in it, but as long as it isn't attached I don't have a problem.....
MS V08.11.07.443 and IR V08.11.07.494, all the snapping both AccuSnap (when using CTR+SHFT) and regular data point snaps work during Vertical Geometry and Horizontal Geometry placement and edits. I have never had or seen an issue with snapping in any version of MicroStation & InRoads. Generally have InRoads Snap OFF (No Snap).
Is there some MicroStation Mouse Button setting that is different.

What exactly are you snapping TO? Sometimes certain elements aren't "snappable."
I'm having the same problem today. Even the Shift+Ctrl isn't working. When I tentative it snap for about .001 seconds, and when I use shift+ctrl it snaps, but when I accept it puts the point where my cursor is. I'm adding PIs to a horizontal, and the first point will snap, but none of the rest will.

I could never get the InRoads snap to work right either. I just keep my InRoads snap off and use the regular Microstation snap(s). When snapping to something in InRoads, use the Shift + Ctrl keys.
