I have been trying to have Inroads xm 8.9 to display sheet number in my cross section. I have tried with a border inserted as a cell and as reference. Any help would be appreciated.

I think that 8.9 InRoads (sometimes it is hard to keep functionality straight) has the Title Block concept which uses tags in the border and a data file for definitions. Please look over Help for Layout Sheet Annotation. If that information does not help or If the tags are not working then I hope you can call or email Bentley Support and have them work with you on the solution.
