How do i get spirals and vertical curves to be output graphically with arc segments opposed to the default line segments?

Spirals in an alignment can be drawn as a MicroStation spiral if you enable Tools > Variable Manager > Geometry - Display MicroStation native spiral. If you do not see the Variable Manager then turn it on in Applications Add-Ins.
A parabolic or circular curve in vertical alignment is always stroked as a linestring.
