Has anyone had issues in working with NCDOT workspaces using PowerGeoPak? We are having some issues and werehoping someone else has already solved the issue.

I am not famiar with their workspace, but the problems installing a pre-defined workspace on a power product are usually the same. What happens is tha the workspace is designed for a configuration where MicroStation and GEOPAK are installed separately. So the CFG files are looking for pre-defined directory names.
Power GEOPAK uses a different installation directory. Normally, you just have to find the proper CFG files and manually change the directory paths to point to the correct locations.

We ran the debug shortcut and it ran through completely without stopping.
When the Power GeoPak opens within the workspace all functionality for Microstation is missing. There are no menus or toolbars.

Sounds like it might be redirecting DGNLiBs to non-existing locations.
But that is a WAG.
Post the msdebug.txt so I don't have to take shots in the dark.
FYI, we use InRoads and PowerCivil for North America (which is basically, PowerInRoads Site) and I have been able to use workspaces from four or five clients with some adjustments.

You need to edit your post and remove all of that and then add the file as an attachment.
Click on the Use Rich formatting button and use the options tab to get to the upload a file tool.
