In version 08.09.01.45 Negative shoves all the annotation to the left of the initial point, Positive shoves it to the right, and Equal is supposed to array them out from the middle point. In 08.09.08.06 and 08.09.02.16 the "Equal" seems to be broken. It functions exactly the same as the "Positive".
Another user with 08.09.01.45 tried it and it worked on the files we tried.
Is anyone else having this same issue?

Maybe it's time to update, some of the cross section and section annotation functions ,feature annotation had issues the last years!
